Critics: The 3% Limitation Discriminates SMEs
The council of labor affairs has provided a draft adjustment of Labor Standard Acts, and the adjustment indicated that the rate of dispatched employees to total employees in a company can’t exceed 3%. Critics indicated that it could reduce the flexibility of human resource usage and could not necessarily protect the dispatched workers.

Critics said that this limitation is against the trend of the world, and it almost discriminates small and medium enterprises. If the total employee number of small and medium enterprises is under 30, they can barely hire one dispatched worker.
